Burundi : Bruce Sebanza’s death at the ADB raises questions about the role of officials present

SOS Médias Burundi

Bujumbura, October 18, 2026 — The death of Bruce Sebanza, an official at the Burundi Development Agency (ADB), which occurred on October 13 at the agency’s headquarters in Bujumbura, Burundi’s commercial capital, has raised numerous questions. Testimonies gathered by SOS Médias Burundi report alleged violence, the involvement of an official from the National Intelligence Service (SNR), and a prior conflict between the victim and the agency’s director general, Révérien Nizigiyimana. While the National Independent Human Rights Commission (CNIDH) claims to be monitoring the case, Bruce Sebanza’s burial is scheduled for October 21, with no autopsy planned, according to available information.

The National Independent Human Rights Commission (CNIDH) condemns the violence and is monitoring the case

On Friday, October 16, Bishop Martin Blaise Nyaboho, President of the National Independent Human Rights Commission (CNIDH), visited the ADB offices to inquire about the circumstances surrounding Bruce Sebanza’s death.

During his visit, he condemned the reported violence and informed the press that the case had already been forwarded to the Bujumbura judicial police. He also assured them that the Commission would closely monitor the progress of the investigation to ensure that the truth is fully revealed.

According to testimonies gathered by SOS Médias Burundi, the events began on the night of Monday, October 12, to Tuesday, October 13. Neighbors of the ADB offices reported hearing cries for help while Bruce Sebanza was being held by two security guards.

According to these witnesses, the agency’s director general, Révérien Nizigiyimana, arrived at the scene around 5:00 a.m., while the two agents were already holding the victim. The same witnesses claim that the violence continued inside the agency’s premises in the director general’s presence.

These testimonies remain to be verified. They will need to be compared with other elements of the investigation in order to accurately reconstruct the sequence of events and establish any potential responsibilities.

The intervention of an SNR official raises questions

A witness interviewed by SOS Médias Burundi reports that around 7:30 a.m., the director general of the ADB called an official from the National Intelligence Service (SNR). This official allegedly came to retrieve Bruce Sebanza before bringing him back to the agency’s premises about an hour and a half later.

It was on the ADB premises that Bruce Sebanza died, according to information gathered by SOS Médias Burundi.

Révérien Nzeyimana, Director General of the Burundi Development Agency (ADB), quoted in testimonies gathered regarding the circumstances of Bruce Sebanza’s death (DR/SOS Médias Burundi)

This intervention raises several questions. Why was the head of the National Intelligence Service (SNR) called in? What was Bruce Sebanza’s condition when he was taken to, and then returned to, the ADB? Why was he taken back to the agency’s premises rather than to a medical facility?

A source close to the case suggests that the victim may have been brought back to the scene to stage a robbery. This hypothesis has not been substantiated and should be treated with caution in the absence of any corroborating evidence.

At this stage, the information gathered does not allow for a definitive reconstruction of the circumstances surrounding Bruce Sebanza’s death, nor does it reveal the precise reasons for the SNR’s intervention. These elements will need to be clarified as part of the investigation.

A prior dispute with the Director General

Bruce Sebanza had worked at the ADB since the institution was still called the Investment Promotion Agency (API). He joined the organization after pursuing studies abroad.

According to information gathered by SOS Médias Burundi, he was also part of the team that contributed to the development of the Vision Burundi 2040-2060 document, the national strategy outlining the country’s development goals for those two timeframes.

In 2025, Bruce Sebanza was imprisoned for several months following a complaint filed by Révérien Nizigiyimana. The director general accused him, among other things, of forging his signature. Bruce Sebanza was subsequently granted provisional release but did not return to his position after his release, according to information obtained by SOS Médias Burundi.

ADB employees state that relations between the two men had remained strained since Révérien Nizigiyimana took over as head of the agency.

This dispute provides context that may be of interest to investigators. However, it is not sufficient to establish a link between the workplace conflict and Bruce Sebanza’s death. It is up to the investigation to determine whether the two cases are related.

ADB located a few meters from a military hospital

Another element that raises questions : the ADB’s premises are located a few meters from the Kamenge military hospital, in northern Bujumbura, Burundi’s commercial capital.

Why wasn’t Bruce Sebanza taken to this medical facility when, according to testimonies gathered, his condition might have required medical attention? Under what circumstances did his condition deteriorate? Who decided to bring him back to the ADB after the intervention of the head of the SNR?

These questions remain unanswered. The information gathered by SOS Médias Burundi does not allow us to establish whether medical treatment was considered or undertaken before his death.

The burial announced without an autopsy

According to a death and burial notice consulted by SOS Médias Burundi, Bruce Sebanza is to be buried on Wednesday, October 21. According to available information, no autopsy is planned before the funeral.

This announcement comes as the circumstances of his death remain unclear and witnesses report alleged violence. The absence of an announced autopsy raises questions about how the exact cause of death will be established, particularly if forensic examinations prove necessary for the investigation.

It remains to be seen whether medical examinations have already been carried out and whether investigators have requested a forensic examination. At this stage, the available information does not allow us to specify whether an autopsy has been formally requested or refused.

The long-awaited investigation into responsibility

The transfer of the case to the Bujumbura judicial police paves the way for investigations that should clarify the circumstances of Bruce Sebanza’s death. Investigators will notably have to examine witness statements alleging violence, retrace the victim’s movements, clarify the conditions of the intervention by the head of the National Intelligence Service (SNR), and determine whether the dispute between Bruce Sebanza and the Director General of the ADB is linked to his death.

Those implicated must also be given the opportunity to present their version of events. Comparing testimonies with physical evidence will be essential to establishing the sequence of events and determining potential liability, while respecting the presumption of innocence.

The National Independent Human Rights Commission (CNIDH) states that it will monitor the progress of the proceedings. For Bruce Sebanza’s family and the public, key questions remain unanswered : how did he die, why was he taken to and then returned to the ADB (Burundi Development Agency), and was medical care considered?

This case comes at a time when human rights organizations regularly denounce abuses, power grabs, and impunity in Burundi. The allegations surrounding Bruce Sebanza’s death underscore the importance of independent, rigorous, and transparent investigations.

The challenge now is to shed full light on the facts. The investigation must establish the exact circumstances of his death and determine any potential liability, without protection or exceptions. Bruce Sebanza’s family and the public expect concrete answers, not unanswered questions.
